"Slideable" column and a sidebar

Hello,
I hope this thread wasn't created before.
I'd like for my forum to have a "bar" that opens on hover from the right side of the page, transparent and with rounded borders, if possible? Will it be okay with a reguar sidebar too? I'd be greatful for codes [or hints] for those two things

Could you as well tell me where to paste it, as I'm totally green when it comes to this type of coding?

Here's the page; it's in Polish, but I don't think that would be a problem. I'd just like those two sidebars to be there to remove the Welcome box, which looks just too big for the amount of text that is there.
I'll be changing the look of the forum soon, but the base would remain the same, I suppose.

One more question: Does this request count as two or one?
