is there a way to limit Username length

Is there a way to limit the # of characters in a Username? The reason why I ask is because one of my pet peeves is when someone does a super long username (ex. mommytomysnookypoohdoggyand3kids)

So was wondering if there was a way to limit the characters?

Also is there a way to rearrange/modify the toolbar in Replying to a post (the little squares that start off with B I U StrikeText, text align etc etc.

no i dont think it's something you can customize, but i think it could be customized from the files of the forum itself (and we cannot do that, only techys can)
