after register into my forum a member must post 15 topics to view the forum links and images 

so how to do that ?

I'm sorry to say, but that isn't possible. You can only make them visible or not visible in any of the forum you wish to show them or not.

The closest thing would be: Unauthorize members with less than a week registration to post external links and emails.

As stated above, this is not possible. The only permissions you can set for viewing images and links are:

All
Members
Moderators
Administrators

...while editing the forum permissions.
