A former mod banned a member, however i seem unable to to un ban him, any help

Follow these steps:
Admin Arrow User & Groups Arrow (Users) Users Arrow (select user who is banned) Arrow (scroll down to bottom and select 'Yes' instead of 'Banned' In 'Special Admin-only fields')
