Banned Users cant be unbanned in Chatbox even after /unban and unbanning from banlist HELP :(

on the following forum: http://sosbrigade.forummotion.com/forum.htm users who are banned in the cbox cant be unbanned even after /unban and unbanning from banlist....help is appreciated thank you.

/unban name

that has been done many times along with trying to unban from banlist but nothing happens.

Have you unbaned the user from the cbox control panel?

Also, is it saying that the user in un-banned, or is the user just saying he cant see the chatbox?
