is there a way to ban forever?

is there a way to ban a user from his ip or someway that he cant never come back?

Go into your admin/users and groups you will see band user down the left hand side of the page...as far as i can see you just ban them and ip address.
So i gather that's forever.

but remeber it is possible that his ip will change in his restarting his connection. So he may come again.

or you could ban him for a really long time, longer than your site will be going

The ban is on the email account,if he tryies to register with the banned email,the forum will not allowe him to access ,except he will create another email .

If the same member re applies for membership make a note of his ip address and if the member is then banned and re-applies make another note of his ip address.
Then use the look up tool in your admin panel to find who their provider is, go through the listing and you will see report abuse with an email address.
Then post both (or more) ip addresses with a description of what this member is doing and let the internet provider deal with them.
I assure you the internet provider will take it seriously.
