linked to a blank page!

hi all,
I wanted to Create a personalized profile today but only seem to able to get as far as the General configuration profiles page, every time I click the the Create a personalized profile link I just get a blank page after loading is complete
Is this a problem on my end, am I going mad or is there something I'm missing

any advice greatly appreciated
