NEW COLUMN BEFORE TOPICS !!!

how can i put a message before topics on my forum , at the begining ... u know like this forum a column with some important message for the users .
please help me ! i really need do this . thank u

When you create a topic or edit the first post of a topic, scroll down and you will find the options menu (probably it's not expanded by default, so search for a small "+" symbol to show that menu). In the options menu, you can choose between "Sticky", "Announcement" and "Normal. Stickies and Announcements will be placed seperately above the list of normal topics. Announcements will be placed above Stickies as well.
