Does anyone know how to make a post someone else posted a sticky?

You mean how to allow other members to post sticky topics? For that you need to change the permissions. Go to admin panel=>Forum=>Permissions=>Forum Permissions Control and click on the forum you want to allow members to make sticky topics.Look for this option "Create a sticky message" and check the box next to it for "Members" then click the Save button.

I just edit the post (go to that area), scroll down, there's usually an area with Normal, Sticky, and Announce, hit sticky, and wala, a stickied thread.
