When you are posting or editing, you will see at the bottom where you can select to make it a sticky. You do this BEFORE you click send.

You need to click on the "+" icon next to the "Options" section. After you click on it it will expand and you will see the option to make that topic "Post topic as: Normal Sticky or Announcement" , but this option only appears in the first post of a topic.
