smilies error

I'm trying to post in my forum
and i'm getting error mesage which says that:

smilies could not obtain from database

i tried to post without using similies or images
and it doesn't helps

i tried to see if there's a problem using the cpanel> style> smilies
and this error mesage shows up again..

smilies could not obtain from database

what is this problem about and what should i do?
i didn't touch anythins in the cpanel before this problem apeared

please help me

can someone put up how to sort the problem,most of the posts about this problem just say sorted now,so please someone put a solution so it can be fixed at a second notice

So is this problem getting resolved ? I'm getting the "Could not obtain smilies data" when i try to view any topic on our forum.

my forums are back up,but as i say we still need a solution incase it happens again
