Sub Catagory Empty Sub Catagory

I want to have sub forums with links. I have set my forum to medium in the hierarchy area. However I can not figure out how to set up the sub catagories from there. I have gone to forums and tried to connect a sub to it, but it didn't work.

I know I saw a step by step instruction on adding sub-forums somewhere , but I can not find it at this time. Can someone please post the link?
