It really did help. I have included it on my Forum also.

I use a warning points system. Every user starts with 100 points. Whenever they violate the rules or a port of theirs is reported, they lose a number of points depending on the seriousness of the violation. Once they reach zero points, they are banned from the Forum for a set period of time.
