Why not regristed users can`t vote

In my forum I want that the non-.registred users could vote in the polls, What do I have to do?

Go to your admin control panel, go to options, or permissions (I cannot remeber which) where it says the poll part, allow the guests to vote.

Ok, so I set my site to allow guests to vote and the actual posting but they still can't vote, what's up? Help.

how do you know that they cannot vote?, you probably already voted and you cannot vote twice, so it might now show up to you, only to guests!

i logged out and came back in as a guest. Thats how I know.
