hello.. user in site is having prob in reporting another person post . a mesg appears like this

why is this so ?? wat does it mean?? plz help . Is it like user cant report mod or admin posts ??

Does he probably click on the wrong icon? There are two available - one being for reporting a post, the other is to lock this posts so no more reports can be made. If the user has not the permissions to do this, this error message will be displayed.
