Forum GLOBAL Annoucement [UPDATED]

Ok in some forums you can add a bar before every forum tthey go into, its an annoucement, it shows up at the top before the forum. Anyone know what u mean>

Well you can do the Homepage message and you get to that by going to admin panel=>General=>Homepage and then you go down and you will see it

another words he wants to pin a single post which will appear on every section of the forum at the top like where the announcments and stickies go. Something that most sites use that for is forum rules. I dont see why that would have been refused, it should already be something that was set. i have always wanted to do something like that with the rules, but wasnt in the mood to write up a suggestion about it since most get over looked and ignored.
