Not being able to send Newsletters

I am not sure whats wrong with njstangers.com newletter sending feature but it gives me an error message and tells me the following:

You cannot send another e-mail at this time. Try again later.

Can anyone help me please and thank you

i read previous threads and didnt find that much useful info on how to fix this, can a tech fix this today because I really needed to mass pm all my members and let me know about the weekends' events.
