the language :(:(:( other languages don't appear

please i need a solution for the language problems , the forum doesn't supply except one language but if i wrote in another language the topic name can't be appeared
but the topic appears , but the title appear in strange characters as if it's uncode
please i need a solution to write in all languages beside making the homepage in English
and the default language also in English

yeah, my forum has same problem. When I use Vietnamese for name of box, it's ok. But when I use Vietnamese for name of topic, it cannot display

so no solution ?
