Scrolling Pictures

Does anybody know a html so my pictures and text can scroll up and stop when the mouse passes over it?I looked on the scrolling tutorial but couldnt find any.

All in Red: Needs to be changed.
All in Normal Color: Can be changed if you want.

Up, makes it go up.
