How To Allow Members to Join My Forum ( Solved )

I don't know how to allow members to register to my forum
when they try to Register this messege appears :
"The administrator of this forum is processing a maintenance. You can’t access this forum for the moment.
For more details, contact the administrator of this forum."

I tried to go to the admin panel to see the option but i couldn't find it and i don't rememeber that i prevent registration !!

Hello Rio,

You might of accidentally put your forum on construction.
To turn it off, go to admin panel, general, configuration,
then you should see: Forum in construction : Mark no

I already marked it as no & when i try to register this messege appears:
"Administrators have forbidden any new members." !!!

the problem was in "forum on holiday" i marked it as yes while it should be no
