not sure if any of her links helped you or not(prob. did) but just incase ill type it out for you
Admin Panel -> Users and Groups -> Rank Admin. -> Add New rank.
If this isnt what you were talking about and you was talking bout making another user as a member you can go to admin panel -> user and groups -> Group admin -> then click on the admin group and then you can go to bottom and click on find a member if u cant type the username or you can type the username and hit admin to make them a admin

Administrator Panel => Advanced => Users and Groups => Rank administration => Edit the rank, 'admin'.
