No, it's legit. If you're concerned about links like this because it points to an EXE file (entirely warranted suspicion, btw), just copy the link location into your URL address bar. Then click on the address and backspace to the root directory, which in this case would be: http://mwti.net/
You can see it directs you to a legitimate company website. It's safe, but I would use the url I gave you instead of going directly to a download directory.

On the other hand, I've never heard of the company, and there are other scanners available for free that have a well earned reputation, such as Avast or AVG.

There aren't any. Even an online scanner will require a small download to your system to run. A scanner does absolutely no good if you have to connect somewhere to use it. It has to be running in real time in the background to be of any use and monitor your system BEFORE you get a virus. Once you have one - it's often too late.
