How and where can I add a pop-up window to my forum.

Ok say I wanted to have a submission form for members to participate in a contest I would like to provide a link to that for to appear in a small pop-up window.

Shouldn't all links to off-site pages open in either a new tab or a new window depending on the members browser settings?

there is a possibility that when you click the link you may not get a pop up because of browser settings, unless you have pop ups enabled for your website, and then the code is on your website; it will pop up.
