How do I create a new category? Empty How do I create a new category?

I looked in the FAQ. No help there. There is no topic that tells me how to create a new category OR a new forum under the category. So far all I have is one forum and one category. And there is no button or anything that will let me create more.
Please help?
And if it IS in the FAQ, then please copy and paste the answer here. I really can not find it.
