Other people cannot register It says Administrator has forbidden new members. How do i fix this problem? Thank you

I just made the forum today and people i was chatting with tried to join but couldnt and i dont know how to change it so they can

Admin Panel>users and groups>user options>allow new members>click on Yes.

this is strange, ive seen this problem show up on the boards a few times over the weekend, i wonder if its another fault showing up. I hope not
