"Latest Topics" & "Search"

Why is it that on this forum you can see the "latest topics" even if you are not signed in. Could someone help me do that on mine?

P.S THIS HAD STOPPED WORKING ABOUT 2 DAYS AGO!, IS IT A GLITCH?Before i did not need to sign in,I just clicked on portal and there you could see the latest topics and search button on the left, but now I cant ?

I have managed to fix the "search box" I went on to adminpanel-modules-portal management-Structure-Rights for the search box,the "guest" button was unticked,thats why i could not see it ,i ticked it and it worked!,but I did the same for the latest topics see for yourself...

when I log in I can see the latest topics on in the portal but when i log out i can't even,though i selected the guest button??

It's ok, there is no point if you can log in?,anyway another question does anybody know how to move the edit button on a post at the bottom of the post rather then the top please?
