Hello,

those are widgets that you can add to either your portal or to the side of your forum by going to "Admin Panel / Modules / Forum Widgets Management", respectively "Admin Panel / Modules / Portal Management". It's recommended to read the tutorials about this features first though - they are available here (portal) and here (forum widgets).
