"Last topics" & "News" Only Visable to Logged in Users

These are two blocked that are viewed on the Portal.

Last topic sounds like a good plan, though I only use the news feature as a single post welcoming message to anybody.

I vote yes.

i vot YES as well. How can I use the NEWS section as welcoming message? Any ideas?
