why can i only send 1 mass email? Empty why can i only send 1 mass email?

why can i only send 1 mass email now. its pretty stupid to only allow us to send 1 for an amount of time, i always send the first 1 to myself to make sure it comes out right, because the preview isnt always the same that shows in emails. can this be changed back, and why was it ever changed?
