Can I make Co-Administrators?

Hey!
I was just wondering how I can make a Co-Admin. I know I can make a usergroup for it, but how do I give them the powers of less than an Administrator but more than a Moderator. Someone I saw did that but I am not sure how. Could you please let me know?

Also, I was wondering how I can make a forum only visible to a certain usergroup? If I have a usergroup and I have a forum that I want only people in that usergroup to be able to post in, how do I do that?

I don't see how muc power you'd want alesser admin to have, so can't help there
