Question about adding forums and catagories. [solved]

I apologize if I place this in the wrong area, but I was just wondering, how do you change your forum from
Forum bar and title
-Catagory
--Forum
-Catagory
--Forum
--Etc.

to

Forum bar and title
-Catagory
--Forum
Forum bar and title
-Catagory
--Forum
-Catagory
--Forum

I know it may be a bit confusing, but I was just curious. I will try to explain it the best I can if anyone doesn't get what I mean. I just want to know how to make another bar and title and not have everything squished together like that under one bar and title... I apologize for being stupid if I am.
