Need help with creating a forum

I am a newbie to this forum. I originally came with the interest in creating my own forum. Is the service here down or something? I have registered, and confirmed by registration that was sent to my e-mail. Then I have browsed through the different skins to choose for my forum, filled in the information for my forum, accepted terms of service, and continued to process it.

After hitting the continue button, I am sent back to the previous page requesting ((Please fill the fields in red.)) which has already been entered. I've done this a million times & it simply goes from the one page, back to the other & never completes the process. Is the service down right now or what is exactly going on? I also made sure I was logged in as well, thinking perhaps that was an issue. Can someone please help me? Thanks, Nancy Shit
