Issue with creating a sticky

I have tried three times to create a sticky, Each time I do it. A normal topic is able to go at the top before the sticky. Is this normal or what is happening to my forum?

Did you check the, option below while posting on your forum?

Yes, It was even reconized as a sticky on the forum but a normal topic is able to go before the sticky topic??

In admin panel,

General>Messages and Emails

Separate annoucements and stickies from the messages : With a table.

See if that works.

I've done all that.

I meant an image of what is happening.
Did you try posting an announcement & see what is happening.

Lol. Stickies go before annoucement with this bug.

I am as well having this error. I make a service thing for my directory forum and a normal topic is able to go before the guidelines and service infomation for that service.

I have tried it on a test forum, its working alllrite till now.
