Something Wrong with topic? Empty Something Wrong with topic?

On one of my topics for my forum, it always duplicates, Its not a moderator it just does it by itself???

Like i know if a topic gets 990 messages it locks and blahblahblah, but theres some topics on my forum that has over 1000 replies(im ok with it) but on this certain one it goes up to 990 and then makes a new topic by itself.
