Function of locking post

Can anybody tell me in detail what happens exactly when a post is locked.
what are the features resticted for a user when a post is locked?

and is every option opened for the moderators

Ok so:
As it's name sugests, it locks the topic, meaning normal members can't post
It does not affect moderators if it's in their section; they stll can post and use the moderation tools, as well as edit delete posts
Normal users simply can't post or edit their posts if this is normally authorised with the permissions
