To install snow on your Portal you need first to go in Modules -> Portal Managments -> Structure and then create new block and put your JS code there, save it and then add the block somewhere on your portal.

For forum, chose Display from top menu, then Home Page -> Generelities and put there to code. Save it.

Thats all you need to do.
