HELP!!!| Lots of mistakes in the language Hebrew!(bugs)

I need help!
First you have a Hebrew language option to choose and when I select it I does not apply Hebrew to all of the forum!!
I and you don’t let me to translate the missing areas that need to be translated!!
How could I do it?
And if I can’t normally maybe let me translate (completely) the forum to Hebrew!!
And there is a bit of bad coding with the ACP its not fitting well.

The language option doesn't change the language of any user typed text on the forum. It only changes the default text (eg, Navigation bar, profile options, widget names).

Just inform them that they need to use the encoding.
