I want to use the Admin program , but it does not exist on my very new forum

I want to create sub forums or/and categories, but my new forum does not have a Admin program.?

Also my forum is locked how can I unlock it?

You admin panel is at the very bottom of your forum.

Forum locked ? Do you mean the 3 symbols at the bottom of the page, one of which has a lock saying forum locked ? If so, that refers to the symbols on the forums not that your site is locked.
