In order to be able to post in the "forum promotion" section, you have to post in the "presentation" thread first, then a mod will move it to the appropriate section, then u can post int there

Thank you for simplifying your question.
Admin panel >> General (tab) >> configuration (sub menu) > scroll down to "Activate ads" >select "Guests only" > save.

What the "You allow images and videos formats for your ads" means is:
Allow TEXT OR allow BOTH Images + videos in your ads
