For question 2, you are just putting forums down, in the 2nd picture, there is categories then forum's.

To make post sticky .....

when you make the post scroll down the page and your see a bit on the post you have made for the sticky click that then sent your post that will help you out a bit more

Sticky already answered, but here is hopefully the answer to your second question:

Go to Admin Panel, then Display and click on structure and hierarchy, you can then change the way the forum looks, just try the different ones out, I would suggest using split index, medium, that is the one I am using, hope this helps.
