To do that work ! You must create a new box and permission for this ! you can change who you want to post new threat or post reply !

You need to go to ACP> General>Forums>Categories and Forums>Edit/make forum>Permissions>Set whatever you want.

yes just what ngocducqtk32. just lock it and only admins can reply
unless he means to have a board just for admins? like an office for staff.
if that's what he means then just create a forum and set the permissions for only admins to view post and reply.
