Ranks - Special Rights

With the Rank Administration, when setting a rank as a Special Rights rank, what does this enable that rank to do??
How do you determine what they havce permission to do??

When setting a Rank as a Special Rights rank, that means that only an Administrator can give a user that rank, rather then it being able to be earned with Post Number. There is no other permission to do with this.

I think you are speaking of the 'Special Ranking'. It means that if you are making a staff-related rank (or special user rank), you set it as a Special Rank. If you have No set in the Special Rank table, then the Minimum Posts : table would disappear. If you are wanting a user to recieve a certain rank, then you set the amount of posts (in the Minimum Posts: table) that should be achieved to recieve that rank.
