1 Advertising option is missing and one more question

Hello, i wanted to ask you that
in my admin panel...one option is missing..
Just see this image..........

there is one more option for that.......but its not in my admin cp....
and i wanted to ask u that..
when i tick the ads for guests..
still they come for me and my members...........
whats the solution for it?
