Background Picture Wont Change >.<

That image seems to be too big, reduce its height & then try.

what is the URL of the background image you are wanting?

I think is better if background image use low quality compressed jpeg file only to reduce the time of loading. We use photobucket as the host and so far it is stable.

The image is not the problem.
The CSS has a built in background and can't be edited via the picture management.
you have to edit your CSS in order to change the image background.
go to admin panel -> display -> colors -> css tab
I think the .body{
script is find ...
under the .body{ script you should find a:
background-image: url('urlof image');
script...
now take your image that you uploaded, copy its address (url) and paste it instead of the one that is in your CSS.
