Activating new members account

How do I activate new members accounts?Some people have problems with the code and give up so, I might as well activate the new members.Thanks.

I have it set this way but somehow the new members have been able to sign up without me activating them. What setting do I have wrong?
I have automatic login: yes
New accounts activation: Administrator
Allow new members: yes
Allow members to unsubscribe: No
Allow guests to vote: No
Colorize usernames: yes
