is there any way to make social gorups for forums?

what exactly is a social group?

well its kind of group that every member of forum can join and that does not depend on members rank.
these group can have any name and can be made by any member.
for example:
i make a group in this forum and i will name it as iranian group so all iranian members can come and join and talk about several subjects.

you can create an open group.

go to admin panel -> users and groups -> create a new group -> give it a leader and leave it as an open group.

that way a member chooses if he wants to join the group or not.
I know anime forums do that... they make village groups... and depending on the village you prefer thats the group you go to.

members can add themselves or remove themselves from a group whenever they want.

how can the group members talk to each other?

They can make topics, and post. Perhaps you should make a Category for them, with only their rank's permission.
