Problems with registering new users Empty Problems with registering new users

I have problem on my forum quests can not register,it say "Administrators have forbidden any new members."...but i did this Administration Panel ->User and Groups ->Users Options ->Allow new members ->Yes...and again not working :S ...what i should do?
