cant change background

Ok its been a while since the serving image has been under maintenence.So I was going to use a code from photo bucket,but there isn't a place to put it now?I would like to make a patriotic skin but, won't be able to if I can't change some pictures.Suggestions please?tks.Also,I had put a banner on my homepage and it isn't showing.No one can do administration work.it was showing last night.
