Solved Email Address already registered.... No It's Not!

A user is attempting to register for my forum and it tells him the email address he is trying to use is already registered but I know it is not as I only have four members and none of them are him or his email address it is also saying his username is registered but its not

go to admin panel>>>users and groups>>>user options>>>inactive users
is he in there?
