How do I fix the problem in the picture? (I really need help guys)

I can't see any IMG, CODE, B, I, U or practically ANY BBCode Tag Buttons there. They're essential for me so could someone please help?

Also, if the cache doesn't work, try using a different browser, if that doesn't work reupload the skin.
Because my site is using that skin and its working fine.

Love that skin. But another Admin made me change it coz he didn't like it. I've got Trankwell Blue on now. I've changed skin and it hasn't fixed so i'll try cache now.

No the issue is with your browser. Which version of IE are you using?
